In 1997, when his party won the majority at the general election, Tony Blair pledged to reform the House of Lords, a British institution by then seen as archaic: indeed its members were entitled to sit in the House -and thus participate in the democratic process of passing laws- through their birth –for the hereditary peers- or by appointment – for the life peers.
